Sur ordre du wali d’Oran: le siège de l’association Santé Sidi El Houari fermé et mis sous scellés

Ce que craignaient l’association Santé Sidi El Houari (SDH), ses partenaires et ses adhérents, est arrivé. Le wali d’Oran passe à l’acte contre cette dynamique association de la capitale de l’Ouest du pays, ordonnant de fermer et de mettre sous scellées ses locaux. Et ce, après 30 ans d’existence !

«Jeudi 1er septembre 2022, le siège de l’association Santé Sidi El Houari a été fermé et mis sous scellés, sur décision du wali d’Oran, jusqu’à ce que la justice tranche définitivement dans l’affaire (opposant les deux parties)», indique SDH dans un communiqué publié, samedi soir sur sa page facebook.

While keeping « complete confidence » in justice, the association considers that the decision of the wali is only « another form of pressure » exerted, whereas it has never ceased, for more than 30 years, « to campaign on the associative ground to rehabilitate the cultural heritage, material and immaterial, through the rehabilitation of an abandoned and completely degraded historical site to make it a tourist destination and to sensitize young people against social scourges ».

A work that “recognize him” his partners including “public, national and local institutions”.

The closure order given by the wali of Oran is based on an interim decision of the administrative court, dated June 20, 2022, « freezing the activities » of the association, as could be read in the decision to under seal hung on the main entrance of the headquarters.  

But, the SDH association rejects an approach « contrary to the spirit » of the court’s decision pronounced only « as a precaution ». While the wali’s closing order “constitutes the guillotine weapon against the very existence of the association”, she denounces.

The case dates back to last May when the wali of Oran filed a complaint before the administrative court, aimed at « the dissolution » of the Sidi El Houari Health association, for alleged « foreign funding » that it would have received. « without the prior consent of the competent authorities ».

The complaint had aroused the indignation of the local population in Oran. A surge of solidarity was built up around SDH, which preferred not to make waves and « lead the legal battle ».

Now, with the order of closure and sealing, the association expresses its fears for its property located inside its premises, « exposed to all kinds of theft and ransacking », she warns.

This is why it appeals to « all patriots » to support it « by defending its activities and its objectives before the institutions of the State ».

« Scandalous and revolting », wrote in a reaction, the Algerian League for the Defense of Human Rights (Laddh). « The escalation of repression continues, visibly the power has totally lost its reason, it even defies the UN mechanisms », declared the LADDH. Not without recalling that this approach comes « a few days before the visit of the UN special rapporteur on freedom of association, meetings and public demonstrations, scheduled from September 12 ».
